Documentary Requirements (for individual applicants)

  • Birth Certificate
  • Three (3) recent 2×2 ID photos of applicant and spouse (if applicable)
  • Two (2) valid government-issued IDs
  • Proof of income (ITR, Certificate of Employment if employed, or audited FS if business owner)
  • NBI Clearance
  • Barangay Clearance
  • Sketch/location map of proposed site (showing nearby lotto outlets)
  • Photos of proposed site and surrounding area
  • Proof of ownership or lease (TCT for owners; notarized certification from building owner for lessees)

Choosing the Lotto Outlet Location

The PCSO has strict guidelines for site approval:

  • At least 100 meters away from the nearest lotto outlet
  • At least 100 meters away from schools (elementary and secondary)
  • At least 200 meters away from Draw Courts and Sub Stations
  • Minimum space: 2m x 2m, with counter at least 36” x 24”
  • Booth must be enclosed and face main foot traffic
  • If inside a commercial building with 24/7 security, enclosure isn’t required
  • Booth must have proper ventilation and a landline or mobile phone for hotline use

Application Process

  1. Download and fill out the Lotto Application Form from pcso.gov.ph or get one from PCSO offices
  2. Submit application and requirements:

  4. Site inspection: PCSO will evaluate and notify you within 5 working days
  5. Once approved (15 days to comply):
    • Submit photos of completed booth (interior & exterior)
    • Pay the ₱10,000 installation fee
    • Post required bond

    • ₱300,000 — NCR

Other Ways to Join: LottoMatik Sub-Agent

In 2025, PCSO launched LottoMatik, a handheld POS device for sub-agents. Think of it as a portable lotto booth you can carry around.
